Each year Labor Day is also a time for reflection, please take a minute sometime today, to remember all the men and women of the labor movement who risked their jobs and their lives to fight for the weekend, the 40-hour work week, secure wages and benefits that working families deserve, that we may often take for granted on Labor Day.

I look forward to greater things ahead for all of us, as a labor movement. Thank you for your hard work and dedication every day. It is deeply appreciated.

As the Business Manager of the International Brotherhood of Electrical Workers Local 43, I am honored to represent over 1,500 dedicated members and 200+ apprentices who power the backbone of Central New York’s infrastructure. Today, I speak with extraordinary pride and optimism about the Micron Project in Clay, New York a project that is not only historic in scale, but transformative in its potential to reshape the economic and social landscape of our region for generations to come.

Micron Technology’s decision to invest up to $100 billion in a state-of-the-art semiconductor manufacturing campus in Clay is a once-in-a-century opportunity. This is not just a facility it is a cornerstone of a new era for Central New York. It is projected to create up to 9,000 direct high-tech jobs, and tens of thousands more in construction, supply chain, logistics, and support services. For IBEW Local 43, this means up to 3,000 electricians will be needed during the peak of construction, and 400 to 600 permanent positions will be required to operate and maintain the facility once it is fully operational.

This is the largest private investment in New York State history, and we are ready to meet the moment.

Investing in Our Workforce
To prepare for this unprecedented demand, IBEW Local 43 is making bold, strategic investments in our workforce. We are more than doubling our apprenticeship intake, expanding our training center with a $7 million facility upgrade, and working to accelerate our training program from five years to four without compromising the quality and rigor that define our craft.

With the support of a $1 million state workforce development grant, we will be able to train over 100 new apprentices annually, ensuring that our region has the skilled electricians needed not only for Micron, but for the wave of development that will follow in its wake. This is about building careers, not just filling jobs.

A Catalyst for the Construction Industry
The Micron Project is a game changer for the construction industry in Central New York. From site development and power infrastructure to cleanroom technology and advanced automation systems, this project will require the full spectrum of skilled trades. It will elevate industry standards, introduce innovative technologies, and provide long-term employment opportunities for thousands of union workers.

This is more than a job site it is a living classroom. It will serve as a training ground for the next generation of tradespeople, offering real-world experience on one of the most advanced construction projects in the country.

A Lifeline for Our Communities
Micron’s commitment to Central New York extends far beyond its campus. Through the $500 million Green CHIPS Community Investment Fund, Micron, the State of New York, and local partners will invest in education, workforce development, housing, transportation, and infrastructure. This means:

  • Stronger schools and STEM programs to prepare our youth for high-tech careers.
  • Affordable housing to support working families and reduce displacement.
  • Improved public transit and infrastructure to connect communities and job centers. Expanded community services that enhance quality of life for all residents.

This project gives our young people a reason to stay in Central New York. It gives families hope for a better future. It gives our region a renewed sense of purpose and pride.

A Strategic Win for New York State
At a time when global supply chains are under pressure and national security is tied to technological independence, the Micron Project positions New York as a national leader in semiconductor manufacturing. It will attract a robust ecosystem of suppliers, research institutions, and innovation hubs, creating a  high-tech corridor that stretches from the Mohawk Valley to the Finger Lakes.

The economic ripple effects will be felt across the state from increased tax revenues and small business growth to expanded educational partnerships and global investment. This is not just a regional project it is a strategic asset for the entire state and the nation.

A Call to Action
IBEW Local 43 is ready. We are expanding, training, and preparing for the future. But we cannot do it alone. We call on our partners in government, education, and industry to continue investing in workforce development, to support career and technical education, and to ensure that union labor remains at the heart of this historic project.

Let us be clear: this is more than a construction job. It is a legacy. It is a turning point for Central New York. And we are proud, deeply proud to be building it together.

IBEW Local 43 Quarterly Dues – covering July 2025 through December 2025 (3rd & 4th Qtr. 2025)

The Delegates to the 40th IBEW International Convention approved amendments to Article IX of the IBEW Constitution.

Accordingly, effective July 1, 2025, there will be a per capita increase of $1.00/month or $3.00/quarter for all members. The following rates will apply for dues payments covering July 2025 thru December 2025.

"A" Members -- $142.50 per quarter

Breakdown
Per-Capita $72.00/month
Pension Fund $69.00/month
Basic Dues $ 1.50/month
"BA" Members -- $24.00 Per Capita each month plus working assessment/service fees

According to the IBEW Local 43 By-Laws dues are to be paid quarterly in advance –

3rd Quarter owed July ----- 4th Quarter owed October

UMR - HRA Repayment - Consumer Accounts
You can repay your HRA online by logging into your UMR.com account on a desktop site. Instructions on how to repay your HRA can be found by going to: UMR-PAY

Please note, you must be logged in as the Participant to have access to this functionality. This functionality is not yet available via the UMR Consumer Accounts smartphone app, however it will be soon. Please keep an eye out for that upcoming notification.

IBEW 43 Member Benefit Portal
On the IBEW 43 Member Benefit Fund Portal, you can:
View your Dependents and Beneficiaries on File, view your Health Reimbursement Account Balance, view your Pension Benefit, including a Benefit Calculation tool to estimate your Pension at retirement, review your Contribution History for Pension, Annuity and Welfare Funds, view electronic copies of your Annuity, Pension and Welfare Summary Plan Descriptions and more. If you have not yet registered for the Portal, please call the Fund Office at 315-474-5729   to begin your registration.

Vision Benefit - EyeMed
If you are enrolled in the IBEW Local No. 43 and Electrical Contractors Welfare Fund Health Plan (Single/Family or Humana) you have vision benefits provided through EyeMed. Through an in-network provider of EyeMed (Insight Network) you can receive an annual eye-exam at no cost. The Plan provides coverage for Contact Lenses or Frames, along with other important eye health benefits. Please note, if you are a Local 43 member, you are also eligible to receive prescription Safety Glasses through this coverage. Safety Glasses are not covered for your spouse or dependent children. Branches of Growth - Mental Health Counseling
Is another way to receive mental health counseling to improve your well-being. Branches of Growth is committed to the IBEW 43 by providing support to the apprentices at the CNYETA. They are also in-network with our UMR Plan and have provided IBEW 43 members who are enrolled in our Health Plan (Single/Family) a barrier free way to setup a confidential appointment.     A NFPA 70E Course is available at the Training Center.   • IBEW LU 43 Journeyman:
    An Electric Vehicle Charging Systems (EVCS) Course is available at the Training Center. KNOW THE NYS STATE SAFE
AND SICK LEAVE LAW

Be aware that all private sector workers in NYS are now covered under the state's new sick and safe leave law, regardless of industry, occupation, part-time status, overtime exempt status, and seasonal status.

The law requires employers with five or more employees to provide employees with paid sick leave and safe leave.

The National Electrical Contractors Association (NECA) has notified all signatory contractor's of their obligation under this law. We will continue to work with our contractor's regarding this responsibility.

KEY DATES

  • September 30, 2020: Covered employees in NYS will start to accrue leave at a rate of one hour for every 30 hours worked.
  • January 1, 2021: Employees may start using accrued leave.

AMOUNT OF LEAVE

  • Employees will receive an amount of sick leave depending on the size of their employer.

# OF EMPLOYEES, EMPLOYER SICK LEAVE REQUIREMENTS

0-4 --- If net income is $1 Million or less in the previous tax year, the employer is required to provide up to 40 hours of unpaid sick leave per calendar year.
0-4 --- If new income is $1 Million or less in the previous tax year, the employer is required to provide up to 40 hours of unpaid sick leave per calendar year.
5-99 --- Up to 40 hours of unpaid sick leave per calendar year. 100+ --- Up to 56 hours of unpaid sick leave per calendar year.

2025 Quarterly Dues Payment Effective January 1, 2025

The following rates will apply for dues payments covering January 2025 through December 2025.

Effective January 1, 2025 through June 30, 2025 the quarterly dues are $139.50 per quarter. Effective July 1, 2025, there will be a per capita increase of $1.00/month or $3.00/quarter for all members.

  • 1st Quarter   - (03 months owed January 1st 2025) - $139.50        (paying Jan/Feb/Mar)
  • 2nd Quarter - (03 months owed April 1st, 2025) - $139.50            (paying Apr/May/Jun)
  • 3rd Quarter -  (03 months owed July 1st, 2025) - $142.50             (paying Jul/Aug/Sep)
  • 4th Quarter -  (03 months owed October 1st, 2025) - $142.50      (paying Oct/Nov/Dec)


REMINDER -  A $30.00 Reinstatement Fee will be added if your dues are not paid before the end of each quarter.

  • Mail a Personal Check or Money Order; we will then mail your yellow Dues Receipt to your home address
  • Have your bank auto-pay from your account with a Bank Check; we will then mail your yellow Dues Receipt to your home address
  • Pay online via Credit/Debit Card through our website Referral Portal; we will then mail your yellow Dues Receipt to your home address*
  • Stop into the Union Office during normal business hours and pay via Cash, Check, Money Order or Credit/Debit Card

* NOTE: An Electronic Convenience Fee (ECF of approximately 3%) is added to all credit/debit card dues transactions, the exact amount of the ECF will be displayed before you agree to pay.

Dues Payment Alert

The IBEW International Office will no longer accept dues payments that have a reinstatement activity unless they are paid through the current quarter.

This means that if you wish to pay your dues this month and you are currently one or more quarters in arrears, you will need to pay all overdue quarters and the current quarter along with the reinstatement fee to bring your account up-to-date.
